We have seen people blow their computers up gaming on something they should not. Not everyone is lucky so the game may not run. Yes there are those few lucky that can somehow run the sims 3 on integrated graphics but I would not advise it. Not everyone can afford or want to spend $900 - $1,200 for a "gaming laptop".

If adding new EPs severely lowers the average FPS of 38 - 39 at 1080p resolution and high settings, then people can always lower the resolution and / or graphic settings.

Not everyone can afford a gaming laptop / desktop so I am pretty sure some people are just happy to be able to play a game with decent enough performance given a very low budget. It looked like about 20 FPS - 25 FPS to the naked eye. It looked "ok" when I asked how's the performance, the guy basically stated "pretty decent" considering the EPs he installed and the fact it was only an Intel HD 3000 graphic core. The Acer Aspire E 15 E 15.6-Inch Laptop is a little over $500, but it would be an excellent option for you and would play the sims 3 and 4 excellently. So this means that your laptop needs at least these specifications in order to run Sims 4.
